1.Select Quick Selection Tool(Make Sure Layer Is Unlock)
2.Select Person Front Object(Man,Car,Building etc) With Direct Selection Tool
3.Press Ctrl+J And Generate New Copy After Selection
4.Select Layer 0
5.Go To Filter>Blur>Gaussion Blur
6.Adjust Blurness
7.And UnHide The Layer 1
8.See Results Background Is Blur
